Staff said the city would not assume immediate financial responsibility or routine maintenance obligations under the current MOU; several council members and residents emphasized the need for clearly documented maintenance responsibilities and site upkeep plans if the collection expands.
Councilors discussed economic-development potential, Union Pacific philanthropic interest in railroad-related exhibits, and ways to advertise the site to draw interstate visitors. After discussion, the council moved, seconded and approved the MOU.
Staff will finalize the agreement language and monitor any needs for future maintenance agreements or funding if the site expands.
