The Board of Aldermen voted to adopt Resolution 24-18, which updates local policy to meet requirements added by the General Assembly’s House Bill 971. Town staff and the town attorney said the statute requires units of local government to include specific language restricting certain material on town equipment, to add reporting responsibilities for the clerk and to add disciplinary measures in personnel policy.
Town Attorney (Jay) and Town Clerk Anna Ward explained the resolution is a formality to align personnel policy with the new statutory language; they reinforced that the change was not in response to any particular personnel incident. The resolution excludes law-enforcement uses and casework where access is appropriate.
Board members moved and seconded the resolution and approved it by voice vote. Staff said the personnel policy will be updated to include the resolution’s details and to set out the clerk’s periodic reporting obligations.
