Staff described the approach as a fall kickoff with draft work through winter and public-facing materials in spring so the city could begin implementing strategic goals by the following year. The presentation discussed options for a retreat-style workshop, staged public engagement (surveys before and during the drafting process) and whether to hire an outside facilitator or use a neighboring city administrator as a lower-cost facilitator.
Council members generally supported the timeline and asked staff to compile consultant pricing and to consider a combination of pre-draft surveys and more targeted outreach after a draft is available. Staff noted the plan is intended to cover a 3- to 5-year horizon and to be aligned with the preliminary budget the council will adopt.
Council provided direction that staff should move forward with planning and return with pricing and options for facilitation and public-engagement steps.
