Staff said the application (submitted 01/09/2025; revised 03/07/2025) argues the memorial would complete a triad of public-service memorials on the Capitol Mall alongside existing peace-officer and firefighter memorials. The applicant, Adamus Harvey, wrote the memorial would educate visitors about Minnesota's EMS history and innovations since 1960 and proposed incorporating the seals of the 11 federally recognized tribal nations within Minnesota, pending board approval of design guidelines.
Staff noted public support was "overwhelmingly positive," and that most comments came from EMS practitioners or people who rely on EMS services. Staff also said the search for potential sites would likely focus around the Lower Mall near the Veteran Services Building, an area reserved for public-service memorials under the CAP Board's planning documents. The board moved, seconded and approved advancing the application; staff will notify the Department of Administration and proceed with candidate-site research. No final design or site decision was made at this meeting.
