Staff director reports FY2026 budget request included in president's submission; parliamentarian flags OMB Circular A‑11 confidentiality

Acting Deputy Staff Director Merrick Xavier Bridal gave the monthly staff director’s report and said the commission’s FY2026 budget justification has been published on the commission website and that, to his knowledge, the request is included in the president’s FY2026 budget submission.
Commissioner Glenn D. McIntyre asked for an update on the status of the commission’s budget request to Congress. Mr. Bridal confirmed the justification is published and said he would double-check the status; he stated that, as far as he knew, the commission is included in the president’s budget request for FY2026.
Parliamentarian David Gantz cautioned that communications with OMB and Congress and related budget deliberations are generally confidential under OMB Circular A‑11 Section 22. Commissioner Adams and others asked whether that confidentiality extends to commissioners or the public; Gantz described the matter as deliberative or decisional and suggested the circular precludes public release of deliberations. Chair Rochelle Garza asked counsel to provide a brief memo clarifying the scope of confidentiality under the circular; commissioners and staff agreed this clarification would be helpful.
No vote was taken on budget matters at the meeting; commissioners expressed appreciation for staff work and requested follow-up information from counsel.
