Council approves Synagro compost contract, AKM sewer plan and multiple infrastructure contracts

Solid waste and compost procurement: to meet CalRecycle’s SB 1383 procurement targets for recovered organic waste products, Public Works issued an RFP and recommended awarding a compost procurement agreement to Synagro. Staff reported the city’s internal use of compost covered roughly 6% of the procurement target; the initial year of contract use is estimated at $67,000 with higher annual usage planned thereafter; council approved the award.
Street and maintenance contracts: council awarded the 2024 various street microsurfacing project and a five-year landscape/irrigation maintenance services contract to RJ Noble Company for $2,883,465; staff said the work includes cold milling, microsurfacing, ADA ramp replacement, and parking-lot improvements with construction planned to begin in November and complete by March 2025.
Consultant staffing and vehicle procurement: council approved an amendment with Willdan Engineering for consulting engineering staff support (not-to-exceed $250,000) while recruitment proceeds, funded by gas tax and Measure M; the council also authorized a purchase order to Olathe Ford Inc. for 9 police patrol and 4 admin vehicles for $721,942.48.
Why it matters: The package addresses long-range sewer planning, compliance with state organic-product procurement rules, near-term road rehabilitation and continued operational capacity for city engineering and fleet needs.
