The Town of Wayne Select Board on Nov. 19 approved multiple routine financial and administrative actions, including warrants and payroll, a contract authorization, event use of town property and the use of reserve funds to replace aging office computers.
Finance: The board approved accounts payable #19 for $55,005.27 (Speaker 4 moved) and payroll #20 for $8,066.50. For accounts payable #21 ($334,599.14), Speaker 1 said "the biggest item in that warrant was the school payment, $232,915," and the board approved the warrant after discussion of other large disbursements (winter salt, transfer station fees, ambulance contract).
Contracts and authorizations: The board voted to authorize the town manager (Bryce) to sign a water treatment system filter agreement after staff and counsel reviewed changes; Speaker 1 said the property owner and a lawyer had "signed off on this agreement with no concerns." The board also approved several tax abatement requests (numbers 2425-09, 2425-10, 2425-11) after the assessor corrected building and land values.
Events and reserves: Speaker 8 moved to allow the Prairie Mile River Snowmobile Club to sell Christmas trees on the farmers market lot on Dec. 7–8; the motion passed. On technology, Speaker 1 presented a quote for three upgraded computers and monitors; the board authorized use of reserve funds up to $7,400 to purchase and install replacements and directed staff to ensure backups/cloning during the transition.
Procedure notes: Board members asked staff to make warrant backup folders and Treasury/overview reports available before meetings; staff described current automated accounting through the Trio system and monthly bank reconciliations.
What happens next: Staff will process abatement paperwork, move forward with the water-filter agreement execution per the manager's authority, post the farmers-market lot permit, and schedule the tech replacement work.
Speakers (as labeled in the transcript): Speaker 1 (staff/manager), Speaker 4, Speaker 8, Speaker 2 (chair).
Provenance: motions and votes appear across the meeting packet; key motions introduced at SEG 048 (warrants), SEG 073 (payroll and AP #21), SEG 322 (water agreement), SEG 908 (snowmobile sale), SEG 995 (tech reserve), SEG 1146–1162 (abatements).
