Spencer staff propose checklist change to require traffic-control plans for new developments

Town planning staff explained at a Feb. 6 public hearing that a simple text amendment is proposed to require a traffic-control plan be submitted with development plan packets. The change responds to an omission discovered during review of the Hawkins Meadow townhome project: chapter 7’s checklist lists required signs and submittals but does not explicitly require a traffic-control plan.
Mr. Blunt, the staff presenter, said the amendment is intended to formalize a requirement so the planning review can include traffic-control measures prepared by developers’ engineers. He described the proposal as procedural and said the developer for the Hawkins Meadow project had no objection to preparing the plan. No members of the public spoke on the item.
The board closed the hearing by motion; the amendment will go before the Planning Board and return to the Board of Aldermen for consideration. No ordinance adoption occurred Feb. 6.
