City Engineer Laura Biggs said the district agreed, as a condition of the planned‑unit‑development approval, to pay for the crosswalk upgrades. The city is providing engineering design and construction management pro bono as a cost‑saving measure for the district. "We indicated that we would not — that it was their responsibility," Biggs said, adding that the city would volunteer to cover engineering costs to make the process easier for the district.
A council member said they had received communications suggesting the city would pay; Biggs replied that she had discussed the matter with district staff including Kirby Callum and reiterated the district’s responsibility for construction costs. The resolution passed 5–0 on roll call.
Staff said providing engineering and construction management will reduce the district’s direct construction outlays while ensuring the city can oversee standards for pedestrian safety.
