Advisory committee hears ordinance review, itinerant vendor enforcement and a staff retirement

Committee members heard three administrative items after the shelter presentation: an ordinance review timeline, a discussion of enforcement for temporary animal sellers, and a retirement announcement from staff.

Animal Services Manager Amanda Wheedle said staff has delayed any ordinance update until she meets with legal to make sure proposed changes align with state law and city policy; she expects that meeting at the end of next month before returning to the committee with a draft.

A committee member reported receiving a tip about people selling pitbull puppies at a Walmart without permits. Wheedle clarified enforcement limits: "animals can't be confiscated by law without a warrant," she said, and explained that itinerant vendor permits are issued by the police department and that officers have discretion to issue citations. Staff said they will follow up with Assistant Chief Scott and suggested adding enforcement as a future agenda item with police representation so the committee can discuss patrol and citation procedures.

Near the meeting's close a staff member identified as Morgan announced their planned retirement: "This is actually gonna be my last meeting with y'all," Morgan said, and committee members offered thanks for their service. The committee adjourned after a motion and second.
