San Angelo Planning Commission elects new leaders and approves multiple rezonings, plats

The San Angelo Planning Commission voted to elect new leadership and approved a broad slate of rezonings and plats during its regular meeting.

The commission opened by electing Britney as chair and Shane Meisz as vice chair by voice votes. After the organizational items, planners presented a series of land-use cases and preliminary/final plats.

Staff recommended and the commission approved a comprehensive-plan amendment and related rezoning for the East Avenue K and Dugan area (CP25-03), which shifts an industrial designation to a "neighborhood center" to match a low-rise multifamily (RM-1) rezoning. Lead planner Ray Lineberry told commissioners the change aligns with a recent rezone and the city's stated need for housing. Developer Zane Willard said the project will mirror an approved development across the street; the commission approved the item 7–0.

The commission approved a rezone of 33 lots along Skyview Lane (Z25-29) from RS-3 (zero-lot-line / townhome) to RM-1 (low-rise multifamily). Ray Lineberry said the site fronts a major arterial and that RM-1 will act as a buffer from commercial uses. Public comment on Skyview included questions about whether RM-1 would make short-term rentals (STRs) easier; commissioners noted that zoning cannot be conditioned to prohibit uses such as STRs and that STRs in some zones may proceed by right. The Skyview rezone passed 7–0.

A separate rezoning at South Bryant and Century Drive (Z25-30) to RM-1 was approved after developer testimony citing San Angelo’s 2024 housing study and property-owner support. The commission also approved a cleanup rezoning on South Bryant (Z25-31) and a rezone and comprehensive-plan amendment for a site along FM 2105 to heavy manufacturing (Z25-32 and CP25-043); each recommendation carried unanimously.

Platting approvals included a preliminary plat for the South Plains La Mesa Rail Park (PP25-5) and the final plat for the San Angelo Coliseum addition (FP25-28). Planning and Development Director Aaron Venoyi described FP25-28 as a 138.72-acre planned development that triggered subdivision review; the commission approved two variances tied to block length and a long dead-end street and accepted staff’s requested deferrals on certain street and sidewalk improvements to be addressed through capital improvement programming. Staff said deferrals will be memorialized in recorded agreements and noted a 10-year deferral horizon for some items.

Several smaller preliminary and final plats (Day Edition subdivision in Lakeview and others) were approved with standard conditions such as drainage studies, service-line installations and sidewalk requirements.

Commissioners placed a recurring emphasis on the limits of planning commission authority: zoning changes were repeatedly described as recommendations to city council (which has final authority), and staff reminded the public that rezonings and plats will be heard at city council for final action.
