Parks staff outlines $4.04M playground replacement plan; board debates funding and prioritization

Parks staff presented a systemwide playground replacement plan that lists playgrounds, installation years, condition assessments and estimated replacement timelines and costs. The plan covers 15 parks and includes an estimated total replacement cost of about $4.04—$4.5 million, staff said.

Staff walked the board through individual parks (Bell Park, Brentwood, Brown Park, City Park, Glenmore, Kirby Community Park, MLK, Middle Creek, Padron Park, Producers Park, Rio Concho, Santa Fe Kids Kingdom and Webster) and noted which play areas are in fair, good or poor condition. Santa Fe Kids Kingdom was identified as the most imminent replacement need.

Board members and staff discussed possible funding sources: development corporation money, grants, the last half-cent sales tax for community projects, pay-as-you-go capital from the general fund, special fundraising with foundations and potential bond financing. Staff noted costs rise substantially if the city must contract out installations rather than performing in-house work.

Members raised maintenance staffing shortfalls and equity concerns, arguing that neighborhood parks must not be neglected while high-profile parks receive special funding. Several members suggested creating a subcommittee to prioritize Kids Kingdom and other community parks and recommended inviting the finance director or assistant city manager to a future meeting to explore funding strategies.

The discussion ended when the meeting lost quorum and the board adjourned; staff will return playground prioritization and funding strategies at a future meeting.
