Parks board backs student engineering study of Civic League Park lagoon

The San Angelo parks advisory board voted to move forward with a civil engineering capstone project to study the Civic League Park lagoon.
Staff described two study scopes for the three-person student team: a hydrology and hydraulics analysis to quantify inflows and options to restore the impoundment, and a feasibility study of treating lagoon water for irrigation reuse in the park. Staff emphasized the students will provide conceptual engineering analysis and options, not construction-ready designs.
Staff said students recently conducted drilling and sampling that suggests a concrete liner may exist in parts of the lagoon and that the project will evaluate lining systems, debris-capture strategies and potential water-treatment approaches. The board was invited to attend the students— final presentations in April or May, and staff said the student work could inform later design efforts if the city pursues restoration.
A member moved to recommend proceeding with the study and the board approved the motion by voice vote. Staff will schedule the students— presentation for a future meeting and provide study updates to the board.
