Court hears first reading of revised tourism and short-term rental ordinance

At the meeting Captain Scott presented a first reading of a revised ordinance to amend the Taylorsville-Spencer County Recreation, Tourist and Convention Commission ordinance so it conforms with recent changes in the Kentucky Revised Statutes.
Captain Scott said the amendment "is not creating a new tax. It's just spelling out who you can charge," and that the language now explicitly lists accommodations such as cabins, lodgings, campsites, recreational vehicle parks, hotels and inns. He described the text as aligning the county and city joint ordinance with state law and noted changes enacted by the Kentucky legislature that became effective Jan. 1, 2023.
Court members asked whether the city had adopted the same language; Julie and others said the city was preparing its first reading separately and had questions for its city attorney about deletions and wording. Captain Scott said the county's version is intended to match state short-term rental guidelines and that a second reading and vote will be taken at the next county meeting.
No vote was taken during the first reading; county staff said they will include the ordinance for second reading on the next agenda.
