Court questions high shipping charges and hears animal-shelter invoice issues during review of bills

Commissioners scrutinized vendor invoices at the Jan. 9 special meeting, flagging unusually high shipping charges on paper and personalization orders and hearing a report about rising animal-shelter costs.
A commissioner noted multiple shipping fees totaling several hundred dollars for paper products ordered from Donna Rhodes Company while comparable Amazon orders showed lower shipping; the clerk explained that personalization vendors ship in multiple small shipments because the office lacks a loading dock. Commissioners suggested consolidating future orders or using an alternative supplier to reduce shipping costs.
Victoria, representing animal-shelter operations, told the court the county has seen growing intake and greater veterinary costs. She said the county had done 111 animals in 2023 and intake is higher this year; shelter policy requires basic care, spay/neuter and vaccinations and additional medical costs for kittens and other cases can raise expenses. Victoria also said the humane society lacked an active on-site veterinarian for a period and that the shelter does not yet accept credit cards. The court said animal-shelter policy topics should be placed on a regular meeting agenda for fuller discussion.
The court then moved to approve invoices, bills and transfers as presented and the motion passed by voice vote.
Next steps: staff will explore reducing shipping costs for clerical supplies and schedule a shelter-policy discussion for a regular meeting to consider invoicing, vet arrangements and payment options.
