Spencer County approves sheriff's 2025 salary cap after heated debate over timing and funding

"Our ultimate goal is to get 2 retired rehires," Andrew said while describing the savings that rehires could provide on retirement and health costs.
Commissioners discussed several approaches. Dan, a commissioner who reviewed department revenue and historic call volumes, argued the county's overall revenue growth had not kept pace with salary-cap increases and warned that the county could be financially strained if spending continued to outpace receipts. "We don't have the money," Dan said, urging a lower, more cautious figure.
Other members proposed a compromise: approve a baseline salary cap now and release additional funds only when the sheriff documented hires. One commissioner urged approving $1.1 million now and reserving the remainder until deputies are on staff; that amendment was discussed but not adopted.
The court proceeded to a roll-call vote on the sheriff's requested figure as read during the meeting (recorded at the time of the vote on the dais). The clerk called the roll; the recorded votes were: Cotton, Yes; Stump, No; Farris, No; Eldridge, Yes; Judge Travis, Yes. The motion passed.
The court also approved the sheriff's estimated receipts budget of $875,000, which the sheriff said reflected fees and reimbursements the office expects to collect. County staff clarified that many of those reimbursements flow back into the general fund and are not counted as direct offsets to the sheriff's salary cap.
The vote resolves the immediate staffing question for the sheriff's office as presented, but several commissioners said they expect the sheriff to return to the court to request release of further funds as hires occur and to provide updates on recruitment and costs.
Next steps: the sheriff will proceed with recruitment; commissioners said any future requests to transfer or release additional funds will be considered when the sheriff documents hires or emergent needs.
