The Bellefontaine City Council paused action on a proposed zoning ordinance to regulate solar energy systems after the Rules committee’s 3–0 recommendation to proceed.
Rules committee chair Mrs. James reported the committee voted 3–0 to proceed with another vote on the solar legislation previously presented by the planning commission, but on the council floor she moved to table the ordinance because a council member was absent.
During public comment, resident Will Heineck said he planned to return when the solar measure is rescheduled and asked for clear public articulation of changes made in zoning, whether bond requirements or additional setbacks were now required, and why the ordinance had been disconnected from a prior annexation request. "I'd like to clearly understand what has since maybe changed in the zoning, and planning, for solar, and if that's able to be articulated to the public," he said.
Council members cited the need for a full council vote and tabled the ordinance; staff and the planning commission are expected to return with details before the ordinance is reintroduced.
