Public commenters at the Bellefontaine City Council meeting presented sharply different views on retail cannabis before the council moved to table a marijuana‑prohibition ordinance.
Howard Trawl (1324 Omaha Road) urged the council to maintain a criminal moratorium on marijuana sales, saying the city should not be a "guinea pig" for distribution and expressing concern about youth. "Bellefountaine does not need to be a guinea pig for marijuana distribution," he said, urging the council to wait and observe outcomes in other jurisdictions.
A senior resident who identified an address but did not give a name spoke in favor of allowing dispensaries, noting that recreational cannabis is legal in Ohio and arguing that tax revenue could help residents on fixed incomes. "States are receiving millions of dollars in taxes from the sale of recreational marijuana," the speaker said, and asked the council "to not prohibit this and future projects that will bring revenue into our county."
Council members did not debate the merits at length; instead Mrs. James moved to table the city's proposed ordinance to prohibit adult‑use cannabis operators, citing the absence of a full council. The motion to table carried on recorded 'Yes' votes. The Rules committee had earlier discussed making the existing one‑year moratorium permanent; that moratorium is set to expire on Feb. 13, a date noted during committee discussion.
The council's decision to table means the legal question remains unresolved and will return to the council when all members can participate.
Provenance (transcript evidence): public comment by Howard Trawl (SEG 449–517); senior speaker in favor of dispensaries (SEG 519–566); motion to table ordinance on floor (SEG 666–688).
What remains next: the moratorium expiration on Feb. 13 gives the council a scheduling deadline; the clerk and planning staff are expected to return the ordinance for full‑council consideration.
