At the 6:30 p.m. hearing, the council considered a request by Lavan Investments to annex and rezone a roughly 46.376‑acre tract west of Ludlow Road (south of East Lake Avenue and east of Michigan Street) to R‑3 (multifamily). The planning commission had recommended keeping the property R‑1 (single‑family). A resident who identified their address as 1530 County Road 1 said, “It’s flooded right now. Our infrastructure can’t handle it,” and warned that adding hundreds of housing units would strain services and schools.
