Mayor and staff outline master plan progress, facilities work and new GoBus stop

City administration used the meeting to update council on planning and service operations. Mayor Crystal said the city’s multi-year master plan is nearing completion and staff expect to present findings after the new year. The mayor described the effort as the culmination of about 18 months of work.
Service Safety Director Dodd said the city’s facilities master planning work is underway as part of a broader strategic planning process; department-head work sessions are scheduled and a consultant will present findings in January. Dodd also reported that the street department continues leaf pickup operations and will transition trucks to stone removal once leaves are finished. Council asked about leaf pickup capacity and were told four machines are available (three active, one spare).
Auditor Brentlinger told council he is monitoring year-end appropriations and asked council to waive three readings so Ordinance 2594 (supplemental appropriations) could be passed on first-and-final reading to cover wages and billed capital items.
Engineer Bischoff reported planning commission approval of a final plat for a subdivision Phase 2 (about 72 single-family lots) and said utilities and roadways are installed and inspected. Bischoff also outlined a GoBus intercity-route expansion that will include a stop on city property; the service is funded through the Federal Transit Administration with ODOT matching funds and was described as carrying no cost to the city. Bischoff said the stop could make the city eligible for funding for a small shelter.
Police Chief Marlow and Fire Chief Wilson provided routine staffing and equipment updates: police certified candidate interviews were complete with anticipated certification next week, and fire apparatus (engines) were back in service while a medic unit is on loaner pending warranty evaluation. Fire Chief Wilson noted a firefighter resignation and expected a conditional offer to go out soon to fill the vacancy.
Council members thanked downtown partners and highlighted upcoming community events, including the downtown Christmas parade on December 5 with street closures beginning in the afternoon.
