Council approves resolution to let borough reimburse general fund for wastewater solar project

The Indiana Borough Council voted to approve Resolution 2025-08, which authorizes the borough to reimburse the general fund with tax-exempt borrowings if the general fund is used temporarily to finance a solar installation at the wastewater treatment plant.

Administration said the resolution is part of a grant-application package and explained the reimbursement mechanism: if the borough uses general-fund cash to cover upfront costs pending tax credits, the borough may later reimburse that account from tax-exempt borrowing proceeds or credit sales tied to the project. Council members pressed staff for clarity on timing and financial assumptions, including tax credits and projected payback periods; staff and a presenter from the contractor (EIS/ESI) discussed multiple scenarios. One presenter described a financing example citing roughly a $1,000,000 investment and a projected conservative total return of $1,500,000 over the life of the system, but council members contradicted quick payback claims and emphasized that estimated payback could run much longer depending on credits and assumptions.

Council members said the resolution is intended to preserve financing flexibility as the borough advances a grant application; the resolution passed and will be included in the grant package. Staff indicated EIS/ESI will continue refining the financing plan and that additional documentation (letter from the solicitor, spreadsheets) will be provided with the grant application.
