Council approves sale listing for demolished lot, two pay applications and files DCED grant resolution

Indiana Borough Council on July 8 approved several routine and project-specific actions, including listing a recently demolished parcel for sale, two contractor pay applications and a resolution to apply for a state multimodal transportation grant.

The council voted unanimously, 8–0, to list the vacant lot at 278 Washington Street—recently demolished and re-seeded—for sale by sealed bid, with a minimum expected to reflect the assessed value of the land and the goal of recouping demolition costs. Council members discussed setting the minimum based on assessed land value and using a sealed-bid process.

Council also approved two pay applications: one in the amount of $90,690.65 for a contract (clarified during discussion as contract numbering related to 2024 filings), and another for $170,336.76 to TP Electric Incorporated. Both motions passed on roll-call votes recorded by the clerk.

Separately, council read and approved Resolution 2025-08, authorizing the borough to apply to the Pennsylvania Department of Community and Economic Development (DCED) multimodal transportation fund for repairs to storm sewers, sidewalks and roadways on Carpenter Avenue. Staff said the DCED program is the same multimodal fund that previously supported bridge repairs and that PennDOT will administer parts of related sidewalk work if awarded.

No additional spending was authorized at the time of the grant application; council members emphasized that they were only applying for funding. The resolution passed on a voice vote.

What’s next: staff will prepare bid materials for the listed parcel, process pay applications with accounting, and submit the DCED grant application; further administrative follow-up was assigned to borough staff.
