Planning commission grants extension for Ashmore Marine District site plan with conditions

The Kent County Planning Commission voted unanimously Oct. 2 to grant an extension of final site plan approval for a private destination/residence club proposed by William and Valerie Ashmore in the Marine District.
Staff told the commission this is the third extension request for the approval originally granted in 2022 and that a minor change to the site plan under the county’s new 2025 Unified Development Ordinance does not materially alter the proposal. "They will be raising the building up 1 more foot," staff said, describing the change as an adjustment within an area already at an 8-foot elevation to meet floodplain requirements.
Staff also relayed one piece of public correspondence from Janice Nordoff of 5859 Skinners Neck Road, who raised concerns about parking at a public landing near the project and noted several new short‑term rental units on Kelly's Park Road that may increase traffic and congestion. Staff and commissioners said the original approval addressed parking by requiring users of the facility to park on the applicant’s property or at the marina and not at the public landing, and indicated that enforcement of that requirement remains the outstanding issue.
During deliberations, a commissioner moved to grant the extension with conditions; the maker amended the motion to require submission of all required stormwater management and sediment/erosion‑control documents, landscaping, and recordation of the slip agreement. The amendment was seconded and the commission then voted in the affirmative. The chair announced the extension would be granted with the added conditions.
The commission did not put additional substantive conditions on the plan; staff said zoning and site‑plan standards relevant to the private destination/residence club did not change with the updated ordinance and recommended the extension be approved.
The commission’s action extends the developer’s time to pursue the approved plan subject to the listed documentation and the recorded slip agreement.
