She told trustees two campuses had been given an "additional targeted" federal designation after one year of lower performance in 2025 compared with 2024 and described the federal target categories, including reading/language arts and math achievement and growth.
"We have what the federal accountability likes to call locally developed improvement plans," Dr. Henley said, describing the documents as the district's mechanism to identify and address gaps.
Miss Doss, the district's school improvement officer, described interventions the campuses are using: nine-week PLC planning cycles, backward-designed summative assessments, targeted groups and interventions addressing missed TEKS, and shared best practices from higher-performing campuses. She highlighted a program at Clear Lake Intermediate called Focus 5, in which each adult monitors five students monthly for academic and social-emotional progress.
"Every nine weeks, the PLCs plan with the end in mind," Miss Doss said, summarizing the district's regular cycle of assessment and intervention.
Trustees asked about the broader risk across the district. Trustee Larson asked whether other campuses were close to receiving the same federal designation; Dr. Henley said staff monitor domain 3 (closing gaps), identified a small number of campuses "sitting right at a bubble," and offered to provide exact counts to trustees later.
Trustee Sanchez moved that the board accept the superintendent's recommendation to approve the local improvement plans for Stewart Elementary and Clear Lake Intermediate. The motion passed on a board vote, 7–0.
The board did not take additional action on other campuses at the meeting; staff committed to follow up with trustees on which campuses remain at risk.
