Council approves FY2025 budget amendment and routine consent items; meeting ends with executive session

On Feb. 9 the Nassau Bay City Council approved an ordinance amending the fiscal year 2025 budget to recognize revenues and expenditures for several items, including the 2022 elevation grant, a 2022 project-scoping grant for a citywide elevation study, the city's contribution for the Compass by Margaritaville project, and a donation of an organ to Saint Thomas. Jaime (finance) explained the amendments reflect contracts executed in FY2025 and the reversal of temporary loans between funds related to FEMA reimbursements.
Earlier in the meeting council approved the consent agenda (minutes and the Economic Development Corporation annual report for FY2024) with item b removed because it had been previously approved; the consent motion (moved by Councilmember 14; seconded by Ashley) passed 7–0. Council also voted to reschedule the March 9 meeting to March 16 (moved by Councilmember 14; seconded by Bridal Deitch) and then moved into executive session under Texas Government Code sections 551.087 (economic development negotiations), 551.074 (personnel) and 551.071 (attorney consultation regarding litigation pertaining to Mike Ruttell).
The budget amendment ordinance (No. 2026-0209-1) passed on first and only reading by unanimous vote, 7–0. Council directed staff to proceed with the required administrative steps associated with the amendments and to provide additional line-item detail if requested.
