Morrisville approves road program, playground contracts and several ordinances; multiple items pass unanimously

MORRISVILLE, Pa. — At its March 18 meeting, Morrisville Borough Council approved a series of action items including a major road-resurfacing contract, playground contracts funded by a county grant, and amendments to local traffic and contractor ordinances.
Road program awarded: Council voted to award the 2025 Morrisville Borough Road Program to James D. Morrissey, Inc. for $1,396,334.40. The contract covers the base bid plus six alternates and will resurface approximately 7.5 miles of borough roads in Wards 1 and 2. The engineer told council construction would likely begin in late May or June, with preconstruction coordination to follow.
Parks and playgrounds: Two Manor Park items were approved. Council awarded the site-improvement contract to Premier Builders Inc. for $201,598 for site prep and equipment installation, and approved the playground equipment purchase from General Recreation Inc. for $147,720 (to be procured via CoStarz). Both items are funded by a $300,000 Bucks County Community Development Block Grant, and the motions passed unanimously.
Traffic and contractor rules: Council amended borough code 435-15 to add Wright, Baker and Coleman Avenues to the list of truck-prohibited streets and approved an amendment prohibiting municipal waste trucks on borough streets unless licensed by the borough; both measures passed 8-0.
Personnel and other approvals: Council approved hiring part-time officer Roland C. Rogers upon the recommendation of the police chief; ratified a mayoral letter to the civil service commission about an eligibility list; authorized the purchase/disposal of obsolete equipment; and approved the mayor's attendance at the Pennsylvania State Mayors Association conference (expenses capped at $800). Several of these motions passed unanimously.
Funding and financing: The borough manager noted that if the road contract is awarded, staff will notify the bond company and present a bond ordinance next month to borrow funds to pay for the paving program; the manager indicated the borough intends to repay the bond issue from state liquid fuels funds so residents would not see a tax increase tied to the project.
Other items: Council authorized Gilmore & Associates to submit a scoping form and grant application through PennDOT's ARLI program (a traffic-signal upgrade grant) and approved disposal and replacement of certain police equipment. The consent agenda that included these items was approved earlier in the meeting.
What comes next: Staff will post a map of roads included in the resurfacing program on the borough website if the award is finalized, and the borough expects to hold a preconstruction meeting with the contractor to finalize schedules and street-by-street sequencing.
