Morrisville council approves consent items, playground purchase and emergency plan; several grant actions authorized

Consent agenda and finance: Council approved the bill list for May 1–31 in the amount of $520,258.27, closure requests for Dieter Avenue for an August event and borough cosponsorship of two Morrisville Dog Park pool events at no cost to the borough. A resolution to amend Morrisville’s Act 537 sewage facilities plan to add sewer EDUs at 351 West Philadelphia Avenue (a property that straddles Falls Township and Morrisville) was also approved after the applicant and staff were available to answer questions.
Capital and studies: Council directed borough engineers to prepare a feasibility study for a municipal parking garage (scope: potential locations, estimated costs and grant opportunities) and approved a motion to authorize Gilmore & Associates to prepare and submit the DCED multimodal transportation application for traffic‑calming work on South Pennsylvania Avenue and to pursue a signal‑replacement grant for North Pennsylvania and Trenton Avenue.
Parks purchase and reimbursements: Council approved payment of $147,719.50 to General Recreation Inc., via CoStar, for Manor Park playground equipment. It also approved a motion to reimburse co‑responder fuel expenses shared equally with Lower Makefield Township and Yardley Borough (one‑third each), not to exceed $300 per calendar year.
Emergency management: Council repealed the older version of the Morrisville Flood Protection Levy emergency action plan and adopted the amended plan; staff indicated the amendment was needed to address outstanding FEMA comments.
All motions described above passed on council votes recorded as either 7–0 or 8–0 as noted in the meeting record, and next procedural steps were assigned to borough staff and consultants for grant writing, engineering proposals and follow‑up reporting to council.
