The presiding member said the decrease reflects management decisions and not only changes in intergovernmental revenues.
The council also approved the borough’s 2026 fee schedule by unanimous voice vote in the same session. The consent agenda earlier in the meeting included approval of assorted minutes and bills totaling $128,038.82.
The borough manager told council the 2025 road program came in about $290,000 under projection and that staff will consider whether to use the surplus to repay bonds or to apply it toward the 2026 road program. The manager’s report, the engineering update and questions about timing were raised during the meeting but did not delay the formal votes.
The meeting record shows no roll-call breakdown of individual votes; actions were taken by voice vote and the meeting minutes list the tallies (for the budget and tax resolution, 6-0). The council clerk will publish the formal adopted budget and tax-resolution documents as part of the borough’s records.
