Park staff: 2024 athletic field use steady; fees modestly up, $15,000 set aside for capital

Mike Pavelka, community facility superintendent, presented the Park Board with the city’s 2024 athletic field use summary and said the total field hours were “basically the same within 3 hours” compared with 2023. Pavelka said field fee revenue increased by about $3,000 for 2024 and that roughly $15,000 was set aside for capital improvements.
Pavelka described the fee structure and allocation: a portion of the fees is directed to capital upgrades (about one‑third) and the remainder to maintenance and operations, and the fees help the city manage field allocation among public, community and organization users. He noted that fee levels were last increased in 2023 (roughly a 10–15% increase depending on category) and staff will review fees again in the coming fall with comparisons to other municipalities.
Board members asked whether city‑sponsored recreation programs (for example, adult softball and youth soccer) are charged field fees; Pavelka said those recreation programs are not charged. Members also asked about the Glenlake Futsal court; staff clarified the futsal surface is on a tennis‑court‑sized area adjacent to Glenlake Elementary, and that one of the courts was resurfaced and painted for futsal use following resident requests.
No formal motions or votes were taken on field fees at the Feb. 5 meeting; staff said fee recommendations will return to the board in the fall for possible adjustment.
