Cullin Nature Preserve master planning moves to public comment; site remains closed

Parks staff reported that the city is preparing a draft master plan for the Cullin Nature Preserve, a 30-acre parcel west of Meadow Park that is currently closed to the public and is under a conservation easement with the Minnesota Land Trust.
Staff said restoration work is underway (prairie, oak savanna, seed mixes) after heavy buckthorn removal. Barr Engineering is developing the draft master plan, which will include park access, trails, benches, interpretive material and restoration interpretation. The draft will be released for public comment in the coming weeks and later presented to the park board for further review.
Staff said the city owns the underlying fee and the conservation easement with the Minnesota Land Trust places covenants on permitted uses; the easement prevents development and requires the property remain available for ecological experience.
No formal action was taken; staff said a Minnetonka Matters page will publish updates and receive public feedback before the board reviews the plan.
