Mike Nunn, Burlington’s director of transportation, told the council the project has been in planning for many years and that staff prepared a draft resolution to keep the project positioned for funding and for consideration through NCDOT and regional planning processes. Nunn said the intent is to purchase right‑of‑way for a four‑lane facility while likely building two lanes in the first phase.
Nunn suggested staff would submit the resolution to the Metropolitan Planning Organization (MPO) and to local NCDOT division members and use it to pursue economic development and project selection opportunities. Councilmember remarks recalled that the project was discussed during prior administrations and said formalizing support in a resolution could help attract state attention.
A council member moved the resolution and it passed by voice vote with no opposition. Staff said the resolution and supporting materials may be forwarded to the MPO and NCDOT as part of continued project advocacy.
Next steps described by staff include submitting the resolution through the MPO and coordinating with NCDOT; no funding or construction authorization was approved at the July 21 meeting.
