For the larger West 10th Street utility improvements under an original $5,125,000 CDBG-DR allocation, the low bid was ECSC at approximately $4,400,000.04; the commission approved awarding the contract and again authorized the mayor to sign.
On employee benefits, the city’s renewal with Blue Cross Blue Shield was negotiated down to a 5.72% increase; staff presented two funding options. Option 1 split the increase with employees (city cost ≈ $100,000). Option 2 would reduce employee deductions but increase the city’s cost by about $188,000; the commission voted to adopt option 2 to lower employee premiums.
Staff indicated both CDBG projects are reimbursable grants and clarified they will present contract documents and timelines for execution. The commission also discussed meter replacement and timing for water-meter upgrades as part of utility-rate considerations.
