The Lorain City Council Land Commission voted Dec. 3 to approve a preliminary subdivision plan for the former Lakeview Elementary site (parcel 0202028105001) that would split the parcel into 18 single-family lots and provide roads, utilities and a stormwater basin.
A project representative presented the plan as a preliminary site layout and said the state Welcome Home Ohio program could offer incentives of up to $100,000 per lot. The presenter described program features on the record: income limits and an affordability/homeownership monitoring period of approximately 15 years, and an eligibility threshold described as roughly 120% of area median income for households (the presenter offered an approximate income range for a four-person household). The presenter said the city would have to monitor compliance for the affordability period and that the subsidy and monitoring requirements drive the project timeline and due diligence.
Several commissioners and residents raised concerns about neighborhood impacts, wildlife and congestion. Commissioners clarified that lot splits, required variances for some lots that fall just under minimum dimensions, and engineering work (utilities and road design) would return for later approvals; approving the preliminary plan does not finalize lot-split approvals or construction permits.
After discussion about program rules and the need for further engineering and design work, a motion to approve the preliminary subdivision plan was made, seconded and carried.
What happens next: The project will proceed to more detailed engineering, potential lot‑split and variance applications where lot dimensions do not meet code, and review by the city council if required. If the developer pursues Welcome Home Ohio subsidies, the city will be responsible for monitoring affordability requirements for the roughly 15‑year period specified by the program.
