Kent County commissioners approve consent items, liquor licenses, broadband amendment, firefighter LOSAP transfer and surplus investment

Kent County commissioners voted on a range of routine and programmatic items, approving a consent agenda, several alcohol-license matters, a broadband contract amendment, transfers to support volunteer firefighter benefits and an investment plan for surplus funds.

Consent and liquor licenses: The board approved nine consent items that had been discussed previously, including minutes, human-resources items, water and wastewater adjustments and a detention-center behavioral health contract addendum. The commissioners also approved a special Class C per-diem license for Rock Hall Volunteer Fire Company for Dec. 7, 2025.

Trackside Bar and Grill: During a public hearing, inspector Pearsall of Kent Alcohol and Tobacco Enforcement summarized his inspection of Trackside Bar and Grill, 406 Back Street, Millington. Pearsall said the applicant, Javier Colon Algorin, is renovating the premises and that two contingencies remained: a corrected sales-and-use tax registration in the establishment’s name, and a fire marshal inspection once renovations are complete. "We are asking for contingencies for these two items," Pearsall told commissioners. With no public opposition, the board approved a Class D beer, wine and liquor license for Trackside Bar and Grill contingent upon receipt of the fire marshal inspection and the corrected sales-and-use-tax license.

License modification and other beverage permits: The board approved a license modification for Rock Hall Brewing Company (alcoholic beverage license number 4914) to remove one listed member and add three others. Staff also reported newly issued alcoholic beverage licenses for Waterman's Crab House (license 4920, issued 10/29/2025) and Betty's Bar (Honk Honk LLC, license 4921, issued 11/07/2025).

Broadband memorandum amendment: Staff presented a first amendment to a grant program to add two fiber-home providers — Talky Communications and Choptech Fiber LLC — to serve hard-to-reach areas. The amendment brings $614,000 in construction dollars through federal/state funding for Kent County projects; commissioners approved the amendment by voice vote.

Volunteer firefighter LOSAP funding: Director Pete Landon and LOSAP coordinators explained a membership census increase and a resulting shortfall. The board approved a motion transferring $50,004.69 from the FY2025 fund balance and $2,873 from the FY2026 fund balance to cover LOSAP obligations for volunteer fire companies.

Surplus funds investment: Finance staff recommended investing $10,000,000 for six months at the highest fixed rate (3.79%) and placing the remainder of surplus funds into the Maryland Local Government Investment Pool (variable rate tied to the federal funds rate). Commissioners approved that investment plan.

Personnel and closed-session outcomes: The board approved conditional offers of employment for a part-time 9‑1‑1 specialist and a utilities technician in the wastewater division. After moving into closed session under Maryland General Provisions Article §3‑305(b) to discuss personnel matters, the commissioners approved the recommended candidate for director of planning and zoning and directed staff to form a compensation-review commission.

Votes at a glance: All listed motions in the meeting were approved by voice vote; commissioners indicated the ayes carried in each case.

What happens next: Contingent liquor licenses will require submission of the fire marshal inspection and corrected sales-and-use-tax registration before final licensing steps; staff will proceed with broadband MOU implementation and LOSAP funding transfers.
