"I think some of the provisions seem to weaken the power of the town council at the expense of the manager," one council member said, calling for preservation of the council’s policy‑making authority and for language that will endure beyond the current administration.
Members debated whether a clause limiting the mayor to no more than two successive years in office should remain in the charter or be handled as policy. Staff and the attorney explained the sentence currently appears in the charter and was moved from one section to another during editing; the council agreed to strike redundant language and keep the provision in a single place in the draft. Councilors also questioned language about how the manager’s compensation is fixed; staff proposed clarifying that compensation may be fixed "by resolution or contractual agreement of the council" to reflect current practice.
Given the substantive questions—mayoral term language, compensation mechanics, and several drafting issues—the council voted to bring a cleaned‑up version back for first reading next month so members can review suggested edits and results of a staff survey on term lengths in comparable municipalities.
