Kent County commissioners: key votes and outcomes
Summary
At their December meeting the Kent County commissioners approved eight consent items, amended the agenda to grant an alcohol permit, introduced a zoning bill for cannabis processors, authorized bidding for a school roof, approved opioid restitution grants and a residential energy-equity grant application, and approved multiple boardwalk funding steps and a $5,000 contribution toward a Conowingo Dam appeal.
The Kent County Board of Commissioners approved a series of routine and time-sensitive items at its December meeting, including consent minutes, a temporary alcohol permit, an introductory zoning change and multiple grant and infrastructure actions.
The board approved eight consent items, covering minutes and several reappointments. The commissioners unanimously approved an amendment to the agenda and, after conducting the public hearing required by law, granted a Class C alcohol permit to Meniere’s Dream Alliance for an event on Dec. 31, 2025, at 9155 American Legion Road in Chestertown.
The board moved into a legislative session to introduce Code Home Rule Bill 9-2025, described by staff as an amendment to the Unified Development Ordinance to allow state-defined cannabis processors in commercial districts on properties served by public water and sewer; the motion to introduce and schedule a public hearing passed by voice vote.
On school facilities, the board approved the school system’s request to proceed with bidding to replace the roof at Wharton Elementary School. Superintendent Dr. Mary McComas and finance director Craig Kirby told commissioners the roof is past its useful life and staff estimated a conservative replacement cost around $2,000,000; the board voted to authorize the bidding process so the school board can obtain firm estimates.
Several grant and funding actions were approved: the board endorsed four opioid restitution awards totaling $96,040 to local treatment, prevention and recovery services; it approved submission of a $151,800 application to the Maryland Energy Administration for a FY26 Residential Energy Equity grant; and it authorized multiple steps to replace the Betterton boardwalk (including an application to Maryland DNR Program Open Space for $50,000, reallocation of approximately $55,000 in unused LPPI funds to the project, and a $5,000 county match if POS funding is awarded).
The commissioners also approved a $5,000 contribution from county contingency funds to the McLeod Law Group to support a Clean Chesapeake Coalition administrative appeal related to the Conowingo Dam relicensing; staff and commissioners said they expect MDE to schedule a broader meeting in January to discuss implementation and how the settlement money would be used.
Other formal votes included approval of an assignment and assumption agreement for the county broadband master service contract following a corporate change to Think Big Networks LLC, and motions to make conditional offers of employment for recommended county candidates. After a closed session the board voted to advertise for a warden for the Kent County Detention Center.
