Sanford commission approves annexation, multiple budget transfers, procurements and resolutions

The commission approved amended minutes from Feb. 8, Feb. 10 and Feb. 24, and then voted to accept a voluntary pre‑annexation agreement for property contiguous to city limits, following staff findings that the request met Florida statutory criteria. Commissioners approved a budget reallocation of $208,106.26 for the Cosoto Way project and an accompanying purchase order increase of $63,605.
Separately, the commission approved an increase to purchase order 4173 for Roland D. E. LLC, adding $1,000,000 for manhole rehabilitation work to reach a new total of $1,400,000, with staff noting future additions could continue toward a $5,500,000 plan. The commission authorized procurement of police laptops and accessories from Dell for $427,500 and approved a $65,338 budget amendment to purchase a Ford Super Duty truck for the Police Department from impact fees.
The commission also adopted Resolution 33‑58 to amend budget actions for a Florida Department of Environmental Protection grant related to South Sanford Wastewater Treatment Facility improvements, Resolution 33‑59 to fund ticket printers from impact fees, and Resolution 33‑60 for the police truck purchase. Staff secured approval for a $610,000 budget transfer and related $925,578 procurement for lift station communications equipment from Hydro Services under Resolution 33‑62.
In policy positions, commissioners approved Resolution 33‑61 urging the Florida Legislature to oppose bills that would bar local governments from requiring or funding works of art as a condition of development permits, and Resolution 33‑62 urging opposition to bills that would restrict local authority on diversity, equity and inclusion matters. Commissioners said the resolutions would be distributed to legislators and chairs.
