Boerne council approves up to $600,000 reimbursement to Buc-ee's for Suggs Creek sewer extension

Boerne City Council on Feb. 24 approved Resolution 2026-R-15 authorizing reimbursement to Buc-ee's Limited of up to $600,000 for the Suggs Creek sanitary sewer main extension. The council voted 5-0 to permit the developer to bid and construct the 12-inch sanitary sewer main, with the city reimbursing the company at project completion.

Staff presenter Andrew Wilkinson told the council the project runs from South Main Street near Tractor Supply along Suggs Creek Crossing to the northwestern corner of the Buc-ee's property. Wilkinson said the arrangement stems from an amended developer agreement: the city remains obligated to provide the sewer main but can reimburse the developer for construction. Wilkinson said bids were solicited under the Texas Local Government Code and the low bid was received from Pyramid Masons; the reimbursement authorization includes a contingency, capped at $600,000.

Councilmember Macaluso moved to approve the resolution and Councilmember Bateman seconded. Council discussion clarified the city had anticipated this obligation under the original agreement and that, with council approval, the developer can begin work. Wilkinson said reimbursement will be paid in five equal payments over the five years following final acceptance by the city and that funding will come from wastewater impact fees.

The resolution passed unanimously, 5-0. The council did not set additional conditions in open session; construction and final acceptance will determine the reimbursement schedule and timing.
