Lee County commissioners voted to transmit a set of county-initiated text amendments to the county’s LEAP plan that update references to the Lee County Disaster Recovery Plan and related emergency management documents and make clarifying edits to several objectives and policies. Staff described the changes as largely administrative and recommended transmittal to the state; the Local Planning Agency made the same recommendation.
Kate Burgess, principal planner, told the board the amendments (listed in the packet as CPA 20 25 dash 0 0 0 0 2 in the transcript) revise the wording of objective 72.1, add an explicit reference to the county Disaster Recovery Plan, remove a redundant sentence that duplicated maintenance language, and broaden language in policy 72.10.7 to clarify what may influence county emergency actions. “The proposed changes do not make any substantive changes in the LEAP plan or the county's development processes or requirements,” Burgess said.
Staff said the amendments will follow expedited review with the state and that the edits are intended to align cross-references and remove duplication. Burgess added that the package is consistent with the county’s Emergency Management element and noted Florida statutes and the county administrative code recognize the Lee County Disaster Recovery Plan.
A commissioner moved approval of the staff and Local Planning Agency recommendation and the chair seconded. No public comment was recorded; the transcript records “No objection” and the motion carried. The board adjourned at the conclusion of the second case.
