Council hires project manager and moves ahead with RFQ for Western Sportsplex design‑build

City staff told the council they have executed a contract with the Comin Group (introduced by Chris Whitley) to serve as project manager for the Western Sportsplex project, filling the impending vacancy created by the retirement of part‑time project manager Fred Patrick. Nick Windruff was named as the designated project manager on the consultant team.
Staff said the Comin Group will lead preparation of a request for qualifications for design‑build firms; the RFQ will include programming, site selection, design and construction phases because final programming is not yet fixed. The administration noted statutory requirements for design‑build procurement and placed a compliance summary on the next consent agenda for council affirmation that design‑build is appropriate for this bond‑funded project.
Staff and the consultant framed the design‑build route as a method to accelerate schedule and mitigate inflation risk by integrating design and construction under one contract. The council was reminded the project will return with preconstruction cost estimates and that any construction contract or appropriation will be presented separately for council approval.
No site selection or construction contract was approved during the meeting; staff asked council to consider the compliance summary on the consent agenda and to approve the RFQ process so the city can obtain price points for construction and report back.
