Burlington council authorizes applications for paratransit operations and $15.4 million FTA capital grant

Burlington’s City Council voted Sept. 16 to authorize submission of FY2027 grant applications to the Federal Transit Administration and related state urban match requests for the city’s transit program.
Mike Nunn, Burlington’s director of transportation, told the council he was seeking two related actions: an operating grant for paratransit service and a capital grant for a combined passenger transfer hub and maintenance facility. “Paratransit is our medically certified door to door service for link transit,” Nunn said, and he identified the paratransit operating request at $594,182 with a proposed local match of $118,008.36.
For capital needs, Nunn said the city is seeking an FTA grant request of $15,400,000 for a transfer passenger hub and the maintenance facility and was proposing both a state urban match and a city match of $857,000 each, bringing the total project estimate to about $17,100,000. Nunn said the city would not use the local match unless the federal award is received.
Council opened public hearings on both the paratransit operating request and the state urban match and recorded no public comments. Following the hearings, a councilmember moved to adopt the resolution authorizing the FY2027 FTA applications and the motion carried by voice vote.
What happens next: with council approval Burlington staff will submit the applications to NCDOT/FTA by the stated deadline and will only commit local match funds if the federal awards are made.
