The Burlington City Council on Oct. 21 approved a slate of land‑use and annexation measures following seven public hearings.
Council adopted a resolution to permanently close dedicated right of way along Melrose Drive and Riverview Drive under North Carolina General Statute 168‑2‑99 after staff described the easement as dedicated in 1952 and never opened. City attorney David Huffman said the right‑of‑way is bounded by properties owned by the same family and the council voted to approve the closure.
The council approved a voluntary annexation of a 0.75‑acre portion of a larger 28‑acre tract addressed as 0 Shamrock Drive (parcel ID 131297). Jamie Lawson, the city’s executive director of planning and development services, told the council the parcel is contiguous to existing city limits; a councilmember moved to approve the annexation and the motion passed.
Immediately after the annexation, the council assigned Medium Density Residential (MDR) zoning and a suburban residential future land‑use designation to that 0.75‑acre portion. Lawson said the requested MDR designation was consistent with surrounding zoning and the comprehensive plan, and the council approved the assignment.
A request to amend conditional business district CB902 to include parcels at 3330 Garden Road and 815 Boone Station Drive (parcel IDs 112514 and 112515) was not heard on substantive merits; the applicant requested a continuance. The council voted to continue that item to the Nov. 18 council meeting.
Council approved an amendment to conditional residential district CR747 (Springwood Park) for parcels addressed 1685 Springwood Village Drive (tax IDs 103312 and 103313). Staff said the change would increase allowed multifamily units from 48 to 52 and raise the maximum building height from three stories to four stories (50 feet). The Planning and Zoning Commission recommended approval; civil engineer Aiden Stoltzfus spoke for the applicant. A councilmember moved for approval based on consistency with the comprehensive plan and the motion passed.
The council also approved two voluntary annexations tied to water and sewer requests along NC Highway 62 (listed as 2022 and 2032 NC Highway 62, parcel ID 140575). Lawson recommended annexation in conjunction with utility requests and the council adopted ordinances approving those annexations.
Earlier in the meeting the consent agenda was presented; it included a resolution authorizing the sale and issuance of $9,000,000 of general obligation public improvement bonds (series 2025C), a budget amendment to accept a state cybersecurity grant for the IT department, and a tentative contract award to Triangle Grading and Paving for the NC Highway 61 waterline project (contingent on final legal and finance approvals).
