The Housing and Real Property Subcommittee voted to amend House Bill 235 to shorten the time a local political subdivision has to approve or deny Neighborhood Business Works grant applications from 45 days to 15 days.
Ben, committee staff, summarized the change and said the departmental bill has no fiscal impact as amended. Michael Sanderson of the Maryland Association of Counties described the compromise as reasonable: "15 days gives us a reasonable bite of the apple," he said, adding counties will flag local issues promptly and work collaboratively with the department.
After discussion the committee adopted the amendment and moved HB 235 favorably out of subcommittee by unanimous voice vote.
The change is intended to speed the grant decision process while preserving a short window for local governments to flag public-safety or parking concerns.
