Morrow County commissioners approve routine payments, transfers and a mailed dog-tag fee increase

Commissioner Abraham opened the July morning session with an invocation, and the board moved quickly through routine business, approving bills, several interfund transfers and a contractor pay request before taking up a fee change for mailed dog tags.
The board approved bills identified as No. 1081 and recorded a series of interfund transfers from the Job and Family Services fund, including moves to public assistance (fund 111), family-centered services and support (fund 113) and household and government (fund 121). The commissioners also approved a transfer affecting the Board of Developmental Disabilities fund; staff said that fund helps families without waivers and that the caseload has risen “from 60 to 80” in the past year. When roll was called on these items the named members present — Mister Abraham, Mister Siegfried and Mister Mason — answered affirmatively.
Pay request No. 13 for project MRW CR23-1.12 was approved and the board authorized the chairman to sign the paperwork. The motion and a second were recorded; roll call included a ‘yes’ from Mister Hazen.
The item to increase dog-tag fees returned to the floor after an initial request to table the matter for more information. When brought back, a commissioner explained the proposed increase would apply only to tags that are mailed or requested by mail and would not affect in-person purchases. The increase was described as intended to cover higher postage costs incurred when tags are mailed. The board voted on the motion after that explanation.
Director Tucker briefed the commissioners on several ongoing projects: a roof that is nearly finished, concrete pours and bleacher installation planned after the county fair to avoid conflicts, and the recent arrival of a crane that would allow steel erection to begin as early as later in the week, weather permitting. Tucker also thanked commissioners for reviewing personnel policy updates the county intends to implement starting Jan. 1.
Ron Barr, who identified himself as representing the Canada Water Board, asked to be added to the meeting distribution list so he could report back to his board. The meeting recessed and later returned to regular session before adjourning.
The board recorded motions to recess and to adjourn; the meeting ended after the final vote.
