Lorain City Council approves a slate of resolutions, infrastructure ordinances and bond measures unanimously

Lorain City Council met in a rescheduled session and voted unanimously on a package of routine and emergency measures affecting city infrastructure, financing and administrative services.
The council passed a resolution recognizing February as Black History Month after suspending the three-reading rule. Council also approved multiple ordinances authorizing the safety service director to enter contracts or loan agreements for water and sewer projects, including a contract for replacement of a large-diameter valve near the Fulton Water Tower and a water pollution control loan fund agreement for the Martin Run pump station. Council also approved a sanitary sewer evaluation study (SSES) agreement and a separate water main replacement Year 2 project covering multiple neighborhoods and railroad crossings.
The council approved a contract with Chime North Corporation for the Tower Boulevard Rehabilitation Project (PID 120287) and a nuisance-assessment ordinance to bill property owners for removal of litter, junk and debris.
On finance measures, the council approved a temporary budget ordinance and several general obligation bond authorizations, including a maximum aggregate $4.2 million issuance for roadway improvements and other bond actions (amounts and purposes stated in ordinance text). The auditor explained the expected allocation of proceeds and noted possible refinancing opportunities for 2015 and 2017 bond issues depending on market conditions.
Council also authorized the auditor to pay certain utilities invoices through the "then and now" certification exception in Ohio Revised Code §5705.41, and approved re-engaging Keith D. Weiner & Associates LPA for collection of delinquent income tax balances.
All measures taken in open session passed by unanimous voice roll calls unless otherwise noted. Many items were passed via suspension of the three-reading rule and declared emergency where indicated in ordinance text.
The meeting closed with items scheduling a public hearing on a rezoning (ZCA 03/2025) and committee calendar updates.
