Council hears explanation of enterprise zones; no active enterprise zones in Lorain

Lorain — At its Feb. 12 meeting the Lorain City Council heard an explanation of enterprise zones and was told the city does not currently have any active enterprise zones.
A staff member explained that an enterprise zone is a municipal tool that can provide a flat tax abatement for commercial property to encourage job creation. “An enterprise zone is a … it can be established by the city of Lorain, of course, with the approval of the school district to provide a tax abatement for commercial property,” the staff member said. The staff member added that most of the city’s existing commercial abatements are rehabilitation CRAs rather than enterprise zones and that previous work on a proposed enterprise zone project did not proceed because the financials did not make sense.
The council asked staff to provide any enterprise‑zone reporting and staff agreed to follow up and, if requested, to provide district‑level breakdowns of abatement beneficiaries.
Why it matters: Enterprise zones are one of several local tools to attract commercial development and jobs; knowing which tools are available helps the council weigh incentives against tax revenue and school district impacts.
What comes next: Staff agreed to supply any relevant reports and to delineate which abatements benefit which school districts if councilmembers request those breakdowns.
