BURLINGTON — The Burlington Planning and Zoning Commission on Oct. 27 recommended that the City Council approve rezoning of a 1.5-acre parcel on South Church Street (addressed as 0 South Church Street) from Medium‑Density Residential (MDR) to High‑Density Residential (HDR), a change the applicant said is intended to allow apartment development.
Jerry Parker, who identified himself as the owner, told the commission that the likely use would be apartments: "It's gonna be apartments," he said. Parker said he was trying to keep potential development under a one-acre threshold to avoid a land‑quality review, and confirmed that the property owner had notified neighbors within the required radius and that no objections were present at the hearing.
City staff recommended the rezoning because the parcel is consistent with the future land‑use map and existing infrastructure can support higher density infill. Staff noted the MDR district’s maximum density (staff cited roughly 4.85 units per acre for single‑family under MDR) and explained HDR provides greater infill opportunities; any future site plan will still need technical‑review committee approval and must comply with the City of Burlington Unified Development Ordinance.
A commissioner moved to recommend approval of rezoning case 25‑008 based on consistency with the future land‑use map and proximity to employment opportunities and infrastructure. The roll‑call vote recorded approvals from the commissioners present and the motion passed. The commission’s recommendation will be forwarded to Burlington City Council for final action.
