BURLINGTON — The Burlington Planning and Zoning Commission on Oct. 27 recommended that the City Council move forward with annexation and rezoning of two parcels at 1201 and 1211 North Carolina Highway 61 South totaling 13.78 acres from Highway Business (HB) to General Business (GB).
Jamie (city planning staff) told commissioners the request is “consistent with the future land use designation” and falls within the Rock Creek employment area identified in Guilford County’s comprehensive plan. Jamie also noted city investments in public water and sewer along the NC 61 corridor that support economic development in the area.
Applicant Ryan Moffett and representatives said the owners have held the land since 1990 and engaged nearby landowners within the city’s 300-foot notice buffer. The rezoning request is a general request, the applicants said, not tied to a specific development; the GB designation would permit a broader range of commercial and employment uses suited to a highway interchange location.
A member of the public asked whether notices had been mailed to a 300- or 400-foot radius; staff and commissioners confirmed Burlington’s practice was increased to a 300-foot notice radius, which the commission said is greater than the state statute requirement.
A commissioner moved to recommend approval of rezoning case 25-012, citing consistency with the Guilford County comprehensive plan and the city’s growth plans for the Highway 61 corridor. The motion passed on a roll-call vote of the commissioners present; the commission’s recommendation is advisory and will go to Burlington City Council for final action and any annexation proceedings.
If council approves annexation, the city will set the zoning formally and any future development will be subject to the city’s Unified Development Ordinance and technical-review requirements. The commission did not record any conditions tied to the recommendation at the time of the vote.
