Lorain council approves several routine measures including tax‑board appointment, cannabis revenue allocation and e‑filing ordinance

Councilwoman Carter introduced and the council passed a resolution appointing members to the Local Board of Tax Review pursuant to the Lorain Codified Ordinances section 192.18 and declared an emergency for that appointment. The measure passed after the council voted to suspend the rules and move for passage.
The council approved a resolution to receive adult‑use cannabis revenue from the Ohio Department of Taxation and allocate those funds to the City of Lorain general fund. Councilmember Beyer moved an amendment to correct the cited statute; the corrected citation was read as Ohio Revised Code section 3780.23. Treasurer Solar told the council the allocation will bring in "the approximate amount of $17,000 monthly" into the general fund until council directs otherwise. The resolution passed as amended.
Council authorized the safety‑service director to sell municipally owned personal property not needed for public use via Internet auction; staff clarified that proceeds are returned to the department that controlled the asset. The ordinance authorizing agreements to implement electronic filing for the city’s income tax returns with Innovative Software Services Inc. also passed; Treasurer Solar said e‑filing will reduce in‑office foot traffic and take about five days to implement after passage.
On infrastructure, the council authorized an application for Safe Routes to School grant funding and authorized a contract with RMH Concrete and Foundations Inc. for partial removal and replacement of sidewalks around Helen Steiner Rice and Southview Schools. All of the measures on the consent/regular agenda passed without recorded dissent except the adjournment vote noted later in the meeting.
The council did not debate these items at length; members repeatedly moved to suspend the rules and vote immediately, and recorded passages were unanimous or described in the minutes as passed.
