Councilman Muntz introduced the item, noting the work of therapy- and service-dog trainers and arguing that service dogs “allow everybody to participate equally in society no matter what their disability is.” A representative from Canine Companions thanked the council and said the organization has provided more than 8,300 service dogs free of charge to adults, children and veterans since 1975, language the council used to emphasize local support for handlers’ rights and access.
The proclamation text cited the history of Canine Companions and described the city’s intent to recognize the month to “encourage all citizens to celebrate service dogs and be respectful to the rights and safe access in our community.” Council members discussed the idea of a city-supported service-dog program but staff cautioned that creating an on‑staff city service-dog program would be more complicated than it sounds and would involve multiple departments.
The council presented the proclamation and invited the Brownie troop and representatives to a photo; no formal city policy or budget appropriation was passed at the meeting in connection with the proclamation. The matter remained an expression of support and recognition by the council.
